The challenge
Andorra’s institution in charge of Social Security —Caixa Andorrana de la Seguridad Social (CASS) — faced the challenge of modernizing and automating the management of key processes such as healthcare, pensions and social benefits. As a small country, Andorra has limited resources and complex requirements: Managing a large volume of documentation and regulatory processes with only 150 employees. In addition, its system includes a co-payment model and multiple international agreements with Spain, France and Portugal, adding layers of complexity. The existing technology environment was fragmented, with an old program dating back to 1968 that lacked modern functionalities, hindering the efficiency and sustainability of processes. In addition, the future Association Agreement with the EU would increase international relations, and CASS needed to increase the speed of all its processes.
The solution
Implementing a solution based on Hyland Alfresco, in partnership with Ricoh, was key to transforming CASS' document and process management. The project involved consolidating existing systems into an information architecture that could be both exported and retained.
A unified microservices layer allowed CASS to connect the database, process engine and document manager. A robust and reliable governance model was also defined, prioritizing security, compliance, integration and future scalability.
Alfresco also integrated content management tools, business process management (BPM) and an electronic signature system to ensure the traceability and legal validity of documents. Specific solutions, such as citizen and business portals, were also developed to provide efficient and secure access to procedures and documentation.
The benefits
Technological modernization has brought multiple benefits to CASS. The integration of Alfresco has improved operational efficiency, consolidating the team and making it a market benchmark. It provided CASS with a layer of cybersecurity to protect its infrastructure, — ensuring detection, identification, response, recovery and resilience.
Process automation enabled better management of the high volume of documents and paperwork associated with social security, improving the citizen and employee experience. The flexibility of the microservices architecture made it easier to adapt to new requirements, such as future agreements with the European Union. In addition, security and compliance were enhanced through secure document storage. This success highlights the collaboration between Ricoh and Hyland as strategic partners, ensuring that CASS can continue to evolve towards more modern and sustainable government.
